NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012, and has been implementing projects in 5 sectors namely FSL, Education, WASH, SNFIs/CCCM, Protection and Governance and skill-building.

NMO is looking for an efficient and qualified person to fill the post of CCCM Officer to carry out the following tasks:

Tasks and Responsibilities:

  • Develop, plan, and execute maintenance and rehabilitation activities in IDP hosting sites, along with other related maintenance tasks within the project.

  • Conduct field visits to targeted sites to assess needs and review operational plans.

  • Conduct market assessments at the site level to ensure availability of materials required for maintenance works.

  • Prepare comprehensive Bills of Quantities (BoQs), technical studies, and illustrations for maintenance and rehabilitation work in IDP sites, considering field requirements in both Arabic and English.

  • Regularly provide training and capacity building sessions for site Camp Coordinators (CCs) and volunteers.

  • Hold regular meetings with site-level stakeholders, including site CCs, focal points from the host community, and service providers at the district and government levels.

  • Ensure compliance with project criteria during the selection process of beneficiaries participating in Cash-for-Work (CFW) activities.

  • Promote community participation during project implementation and work closely with CCs to enhance community involvement in site maintenance activities.

  • Collaborate with the line manager to prepare tender documents and offer technical support to tender committees.

  • Supervise the maintenance and rehabilitation process, ensuring its timely completion within the specified contract period and in accordance with approved BoQs.

  • Prepare weekly, monthly, and periodic reports on the progress of maintenance and rehabilitation activities at targeted sites, in both Arabic and English.

  • Establish and maintain an updated inventory of materials transferred to project sites, ensuring their verification and quality control.

  • Define and document maintenance procedures, ensuring compliance with quality assurance requirements in coordination with the line manager.

  • Conduct needs assessments, program planning, implementation, monitoring, and evaluation of site maintenance projects effectively, including rapid or in-depth assessments in targeted districts and IDP sites.

  • Foster positive relationships with the local community, executive unit, stakeholders, and local authorities.

  • Support community engagement and facilitate the formation of committees.

  • Organize regular meetings with community groups and committees, ensuring the participation of women, youth, and marginalized groups. Document meeting minutes and attendance.

  • Oversee service provision at the site level, employing agreed-upon tools, conducting assessments, and collecting input from community members. Timely and accurately record and report data.

  • Engage in Communication with Communities (CwC) activities in the sites, including regular community outreach and information campaigns, with the support of daily workers as necessary.

  • Conduct awareness sessions with IDPs in targeted sites.

  • Report problems, challenges, security/safety incidents, and risks to the CCCM Senior Officer promptly.

  • Ensure confidentiality is maintained in all project activities.

  • Provide support to vulnerable individuals, including referrals to protection partners, and assist vulnerable persons during specific events (e.g., distributions, registration).

  • Address gender, protection, and gender-based violence (GBV) concerns throughout all project activities.

  • Perform any other duties assigned as necessary.

Qualifications, Skills and Experience:

  • University degree in Civil Engineering.

  • Two years of experience as a civil engineer with proven experience in implementing infrastructures, CFW activities.

  • Previous experience working with INGOs, NGOs in CCCM related projects is strongly preferred.

  • Good computer literacy, including use of smartphones and MS Office (Word and Excel).

  • Excellent communication and external representation skills.

  • Proficiency in English (reading, speaking, writing).

  • Planning, organizing and effective communication.

  • Ability to handle and prioritize multiple tasks simultaneously, the ability to handle work stress.
