About NMO

NMO is a registered national NGO with the Ministry of Social Affairs and Labor No 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012 and has been implementing projects in 5 sectors namely FSL, Education and Child Protection, WASH and Health, Shelter and CCCM, and Governance and skill-building.

Purpose of the Job

Under the supervision of the Head of Programs, the FSL Program Manager will be responsible for leading, coordinating, and ensuring high-quality implementation of FSL Program as well as ensuring timely reporting and compliance with donor rules and regulations. Assisting in fundraising and contributing to new funding opportunities. The FSL Program Manager will strengthen NMO representation at the field level, coordinate with the relevant cluster, participate in workshops and technical working groups. This position will be supporting multiple projects funded by different donors and in different locations.


Duties and Responsibilities

NMO is looking for an efficient and qualified person to fill the position of Food Security and Livelihood Program Manager to carry out the following Tasks and Responsibilities:

  1. Comprehensive management of projects under the respective program, including planning and mobilization, financial planning and tracking, supervision of staff, technical guidance & support, reporting, in coordination with support departments under the guidance of Head of Programs.

  2. Closely work with Project Managers/Coordinators/Officers to ensure development and management of work plans, procurement plans, budget management according to program set targets, outputs, and results ensuring high-quality implementation of the program.

  3. Provide guidance and expertise in the strategic expansion of NMO FSL program in the country. Identify gaps and adjust programming to ensure NMO is meeting targets and being responsive to new and changing needs in the area of intervention.

  4. Facilitate evaluation of program activities progress and determine necessary actions to improve in collaboration with programs team and MEAL Team. Work closely with MEAL department to ensure the quality of data through proper entry, cleaning, and regular checking, and use of the data for actionable improvements at the field.

  5. Contribute to program development through taking the lead in the assessments, information gathering and technical inputs of new project proposals and budgets.

  6. Be a budget holder for FSL Program, ensuring awareness of donor grant compliance regulations related to the relevant projects, ensuring to provide close oversight of program budgets, forecasts, and expenditures in collaboration with the Finance Department.

  7. Review and revise budgets, authorize and monitor expenditure in line with the budget and donor guidelines and organization grant management and financial policies.

  8. Work closely with the program team to submit quality program reports that are timely and meet institutional and donor requirements.

  9. Work constructively with support teams to ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc.

  10. Develop and maintain strategic relationships with authorities, relevant stakeholders, donors, and beneficiaries as well as participate in sector coordination groups and identify areas for coordination and collaboration.

  11. Devote significant time in field sites to ensure quality, role modeling, and job training assuring the capacity of the field staff.

  12. Participate in program kick-off meetings, program design, grant review meetings, and grant closeout meetings.

  13. Maintain flexibility to take on added responsibility as and when needed.

  14. Provide technical guidance on the overall strategy for project design and management.

  15. Ensure that all project activities and trainings are both in line with global standards and ministry and local government requirements.

  16. In coordination with FSAC, identify the modality and delivery mechanism, lead beneficiaries Identification and selection process.

  17. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization's Code of Conduct, ethics, values, and standpoint with regard to internal and external actors.

  18. Conduct staff evaluations, advocate, and plan for professional development for all subordinate staff.


Required Profile and Experience

Education:

  • Bachelor’s Degree in Agriculture, Economics, Project Management, or relevant field.
  • Master’s Degree in a relevant field is preferred.

Professional Experience:

  • Essential working experience of at least 5 years in a program management position with progressive responsibilities at senior management level in the Humanitarian and Development sector (Program Implementation, Project Cycle Management, M&E) in FSL.

Professional Skills & Competencies:

  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
  • Strong knowledge of English.
  • Strong skills and experience in all aspects of program development, including program/project design, proposal development, implementation, monitoring, review & evaluation.
  • Background in Food Security and Livelihood (voucher/cash transfer, Food distribution, Agriculture, livestock, income generation, Monitoring, Assessment, etc).
  • Ability to achieve results in a demanding and fast-paced environment.
  • Knowledge of working with international delivery partners/government institutions/external stakeholders and international donors.
  • Excellent personal and communication skills.
  • Proactive, resourceful, solutions-oriented, and result-oriented.
