NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012, and has been implementing projects in 5 sectors namely FSL, Education, WASH, SNFIs/CCCM, and Governance and skill-building.

NMO is looking for an efficient and qualified person to fill the post of CCCM Field Officer to carry out the following tasks:

 

Tasks and Responsibilities:

  • Responsible for CCCM team working in the IDPs sites and preparing the daily, weekly, and monthly implementation activities plans.
  • Participate in the design of assessments tools and surveys that will be used to capture pertinent needs of sites residents.
  • Responsible of follow up the project CCCM indicators and also entering the site’s threats report including eviction, fire, and flood alerts.
  • Regular conduct and update the initial IDP hosting sites assessments by using site reporting tool and sharing the Site reports – Site Dashboards – Factsheet – Gov-Factsheet of IDPs hosting sites.
  • Establish the SMC mobile team, community mobilizers, and sites community committees at IDP sites focal with ensuring the community participation, gender, and minority groups in sites management structures.
  • Conduct regular training and capacity building to the site CCs and volunteers.
  • Conduct regular meetings with sites level stakeholders including sites CCs, host community focal points, and services providers at district and gov levels.
  • Establish a good relationship with the local community, executive unit, stakeholders, and local authorities.
  • Establish per site a contact master list of stakeholders working in the site, who does what mapping and site-level service mapping and levels of services delivered to IDP hosting sites and update it when needed.
  • Regularly conduct Inter-cluster site-level data collection exercises and updates IDPs movements (new arrivals and departures) & monitor population size at IDP hosting sites.
  • Coordinate the operational entities, provision, and access to services and protection through conducting monitoring, multi-sectoral needs/gaps assessments, and FGD with IDP, sectoral committees, and KI at IDP hosting sites.
  • Analyses the database of assessments and addresses the IDP’s must needs and gaps at people, HHs, and site-level according to cluster standards.
  • Establish and implement multi-sectoral referrals to existing services providers and advocate for them to respond and cover the identified must need at IDP hosting sites.
  • Configure the management systems, including the rules and regulations of the site, the entry, and exit systems, the coordination mechanisms for crowd control at IDP hosting sites in cooperation with the executive unit.
  • Ensure two-way communication with the population of the site by establishing CFM and analyses, referring services, and giving feedback to the person concerned.
  • In cooperation with CCCM assistants and sites community committees regularly conduct awareness sessions in protection issues and services available to IDPs hosting sites.
  • In cooperation with CCCM assistants and sites community committees regularly print and distribute information materials including banners, posters, brochures with awareness activities at IDP hosting sites.
  • In cooperation with the engineer officer, enhance and carry out maintenance and community-based projects to respond to gaps including site development, infrastructure improvements, and livelihood activities at IDP hosting sites.
  • Participate in the initial community assessments and prepare the concept note of QIPs and prepare the QIPs proposal including the assessments report, technical study, and drawings.
  • Prepare the reports including weekly, monthly, and site situational reports, and submitted them to CCCM project manager.
  • Any additional task as requested by the line manager.

Qualifications, Skills and Experience:

  • At least two years’ experience in a project implementation position in an NGO.
  • Excellent communication and external representation skills.
  • Excellent capacity to plan, prioritize, and multitask.
  • Excellent team-working skills.
  • Flexible, with the ability to cope with stressful situations.
  • Good computer literacy, including use of smartphones and MS Office (Word and Excel).
  • Good English skills, both oral and written.
  • Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergency distribution is required.
  • Experience in CCCM programming is strongly preferred.
  • Experience in Protection programming is of benefit.
