NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012, and has been implementing projects in 5 sectors namely FSL, Education, WASH, Shelter, and Governance and skill-building.

NMO is looking for an efficient and qualified person to fill the post of Engineer Officer to carry out the following tasks:

 

Tasks and Responsibilities:

  • Adhere to Nahda Makers organization policies and regulations.
  • Prepare and calculating the bill of quantities as well as estimating the budget of the enhancement or rehabilitation IDPs sites, community centers and service facilities.
  • Ensure project bidding bill of quantities are accurate and reasonable and within the market price range.
  • Prepare and design the drawings of IDPs sites, community centers and service facilities in order to ensure that residents are able to live in dignified conditions.
  • Monitor the compliance of contractors and subcontractors of construction and rehabilitation activities with the established technical requirements, procedures and quality standards.
  • Develop technical and internal memos related to the design, edit and approved the implementation of service delivery.
  • Prepare progress and technical reports.
  • Conduct regular field visits to construction sites and oversee rehabilitation activities to assess compliance with design, drawings and specifications.
  • Ensure project bidding bill of quantities are accurate and reasonable and within the market price range.
  • Review project progress payment and ensure compliance of the completed items paid for are with the project plans and specification.
  • Work with the Project Manager as needed on budget review, change management, and subcontracts.
  • Participate in technical need assessment mission for new projects.
  • Represent NMO with Executive unit, communities, local authorities, site partners, and other stakeholders.
  • Write and submit all kinds of required reports in English.
  • Monitor and review regular sources of information and data required for preparation of reports, e.g. surveys, information from field monitors, statistics reports from Engineering Assistants.
  • Provide regular and timely updates on progress and challenges to supervisors and other team members.
  • Prepare the biweekly/monthly reports for the Project to the line manager.
  • Preparing and drafting all type of reporting for the projects (quarterly, interim, and final reports), that is required for donors or clusters, and submit these reports to his/her line manager.
  • Ensure project legal documents are completed, signed, and archived (soft & hard copies).
  • Supervising the implementation of work plan and the completion of project-related activities according to the work plan.
  • Communicate and coordinate with donor, ExU, and stakeholders to facilitate project work.
  • Overall responsibility for the timely and quality implementation process and managing project budget.
  • Perform any other duties assigned by the line manager in order to advance NMO's interventions. 

Qualifications, Skills and Experience:

  • Bachelor's degree in Civil engineering.
  • Three years' experience in management, operational support, and technical functions of construction or rehabilitation activities.
  • Two years of work experience with international and/or local NGO.
  • Report writing skills, Proficiency in English (Writing and Speaking).
  • Previously worked in service facilities rehabilitation and construction projects, and has conducted assessments, calculating BoQs as well as estimating the budget of the project.
  • Knowledge Shelter/WASH Projects.
  • Excellent representation, negotiation, interpersonal, and communication skills.
  • Strong computer skills in MS Office and AutoCAD or other design software.
  • Ability to spend extended periods of time in field conditions.
  • Solid planning skills and dealing with implementation challenges and finding solutions.
  • Problem solver and, hard working with ability to work under pressure.
