NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012 and has been implementing projects in 5 sectors namely FSL, Education, WASH, Shelter, and Governance and skill-building.

 

Purpose of the job:

The FSL Project Senior Officer in CVA project is responsible for planning, developing, monitoring, and evaluating the assigned tasks of project activities. S/He will carry out managerial responsibilities of overall project activities throughout the whole implementing period of the project. The Project Manager will be responsible of supervising all activities and ensure that the project is on the right track, achieving the planned targets, and indicators and performing all the respective activities.

 

Tasks and Responsibilities:

NMO is looking for an efficient and qualified person to fill the position of FSL Project Senior Officer in CVA Project to carry out the following Tasks and Responsibilities:

1.Project Planning:

  • Contributing to develop overall CVA project implementation strategy, systems, approaches, tools, and materials.
  • Organize CVA project kick-off and close-out meetings.
  • Plan the various stages of CVA project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.
  1. Coordination and communication:
  • Coordinate and communicate along with the relevant local authorities at governorate and district level, and representatives of target beneficiaries /communities within the project framework, ensuring their meaningful participation to respond to the local community’s needs based on project, cluster, and donor standards.
  • Ensure better coordination and collaboration with the stakeholders and cluster.
  • Build and maintain good communication and close collaboration with the local stakeholders.
  • Communicate and coordinate with donor and stakeholders to facilitate project work.
  • Build relationship with communities, community leaders through clear communication and positive interactions in accordance with NMO values and principles.
  • Support, facilitate the communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, and stakeholders in all stages of CVA project design and implementation.
  • Cultivate good relations with key humanitarian actors - local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings.
  • Ensure that always contact with beneficiaries is conducted in a sensitive and respectful manner.
  • Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.
  • Responsible for mobilization and sensitization of key stakeholders and target community communities to ensure deliver the assistance to eligible BNFs and target project sites.
  1. Project Implementation:
  • Management of project activities in agreed mechanism with committees, key stakeholders, and target BNFs based on project, related cluster, and donor standards.
  • Overall responsibility for the timely and quality implementation process and managing project budget.
  • Preparing and Reviewing plans for project (purchases - cash - project plans) and create and implement staff training and support plans for each activity.
  • Implement project activities according to CVA required standards/specifications in corresponding with the project timetable.
  • Supervising the implementation of work plan and the completion of project-related activities according to the work plan.
  • Manage the team by holding periodic meetings and tracking team vacations.
  • Oversee and manage the implementation of the project ensuring that CVA standards are considered and respected during project(s) implementation.
  • Organize regular project coordination meetings with project team.
  • Ensure budget utilization and physical target achievements are reviewed at least once a month as per work plan.
  • Ensure project implementation is on time, target, and budget, using effective M&E systems to reach desired impacts.
  • Ensure that the project is implemented in accordance with relevant CVA guidelines and standards.
  • Team capacity building in CVA.
  • Regular update the work plan, output tracker, and other documents relevant for effective project management.
  • Archiving documents and follow up the work team to do so according to the archive system followed in the organization.
  • Work on developing and reviewing the project strategy in coordination with the concerned Program, cluster, and local authorities at governorate and district level as well as target communities. 
  1. Data and MEAL Activity:
  • Responsible for targeting and registration of BNFs and identifying project sites/locations in agreement with related local authorities and target community committees/BNFs’ representatives based on project description, and related cluster and donor approach.
  • Responsible for data collection from field staff to ensure they are relevant for assigned project activities, including beneficiary database information, replacement forms, input distribution monitoring, surveys, and reporting requirements.
  • Support and coordinate with MEAL and assistants for baseline/End line surveys, post-distribution, monitoring, feedback mechanism, evaluations and impact assessment and other related activities.
  • Work with MEAL team to ensure that lesson learned is well captured.
  • Oversee project monitoring and evaluation activities, ensuring the achievement of project indicators and results at all stages of implementation.

 

  1. Administration and Operational Management of Project Implementation:
  • Supervising the selection of field work teams and preparing contracts for field supervisors and facilitators.
  • Ensure clear role & responsibilities and tasks are assigned to staff members.
  • Review and provide accurate forecasts with BoQs.
  • Contribute to the development of Procurement plans.
  • Contribute to quality checks and procurement committees to finalize suppliers' selection.
  • Confirm quality of material selection when applicable.
  • Plan team movements based on available fleet and applicable policies.
  • Ensure that project staff understand and can perform their roles and responsibilities.
  • Follow-up the work plans and day-to-day activities of the project staff.
  • Manage the project staff in cooperation.
  • Ensure capacity building among staff in relevant sectors.
  • Take part in the appraisal for team members and support internal capacity building of team, when possible, to improve the overall quality of the assigned activities.
  • Oversee the development of field staff capacity.
  • Supervise, plan, organize, and monitor all project activities carried out by the field staff.
  1. Security:
  • Ensure that each member of the project team is aware of security issues, policies, SOPs, and they follow them accordingly.
  • In cooperation with the relevant Security and safety Officer, monitor the local security situation and inform the Security Officer of developments through regular written reports.
  • Contribute to the updating of the security guidelines in the project area of intervention.
  1. Transparency:
  • Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc.) are adequately prepared, compiled, and filed according to NMO procedures.
  • Ensure staff awareness of, and respect of, NMO's code of conduct.
  1. 8. Reporting:
  • Provide regular and timely updates on progress and challenges to supervisors and other team members.
  • prepare the biweekly/monthly reports for the CVA Project to the line manager.
  • preparing and drafting all type of reporting for the CVA projects (quarterly, interim, and final reports), that is required for donors or clusters, and submit these reports to his/her line manager.
  • Ensure project legal documents are completed, signed, and archived (soft & hard copies).

Qualifications, Skills and Experience:

Qualifications: Bachelor's, or master’s degree, in (Economics, Business Administration, Education, Engineering or related field. 

Experience:

  • Three years' experience in administrative, operational support, and technical functions of managing similar Food Security and livelihood projects consisting of CVA activities, distributions, and trainings with a humanitarian organization.
  • Solid knowledge of practical operational and procurements procedures and experience maintaining good implementation.
  • Have the experience of working in emergencies & under pressure & generate reports after each activity implementation.
  • Practical and theoretical knowledge on community mobilization and development in conflict-affected areas.

  • Advanced computer skills in MS Office programs, particularly Excel.
  • Excellent oral and written English skills with ability to draft and edit program reports.
  • Ability to think independently and problem solve.
  • Strong organizational skills and ability to multi-task.
