Contract Duration:12 months

NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012, and has been implementing projects in 5 sectors namely FSL, Education and child protection, WASH, Shelter, and Governance and skill-building.

NMO is looking for an efficient and qualified person to fill the position of Project Officer to carry out the following tasks and responsibilities:

Tasks and Responsibilities:

1- Adherence to the policies and procedures of Nahda Makers Organization.

2- Preparing plans for the implementation of project activities in coordination with the senior officer of the project and the monitoring and evaluation officer, and sharing them with the program manager.

3- Coordinate with respective community members and relevant stakeholders (government departments UN agencies and other existing and relevant INGOs suppliers and target beneficiaries) to conduct the project activities efficiently in the target area.

4- Work on selecting the beneficiaries according to the applicable standards, coordinate with the data entry team to ensure the quality of the data collected from the field, and prepare the lists of beneficiaries that will include different groups and gender and people with disabilities and take into account the structures of local government and communities.

5- Responsible for all aspects of project implementation at the community level; develop project agreements; ensure that all project activities are completed in a timely efficient and accurate manner according to schedule and to the highest standards.

6- Collaborate with Project senior officer (and MEAL staff to design community mobilization strategy and project implementation plans - including all technical specifications.

7- Coordinate with the monitoring and evaluation team to conduct the necessary surveys and evaluations according to the project plan.

8- Provide full support in development and translation of training materials (livelihoods skills development training, community development training, government capacity building training, etc.).

9- Implement and/or provide full contribution to training activities for different beneficiary groups (returnees IDPs other vulnerable households).

10- Support the development of Income Generation Activities (IGA) Plans and market linkages for target communities ensuring youth (women and men) children and vulnerable groups contribute fully to each plan.

11- Work on selecting community committees in the targeted areas and documenting their selection process according to the applicable verification methods.

12- Food Security and Livelihoods officer will be responsible for daily and weekly reporting to the project senior officer.

13- Assist joint monitoring visits with the government officials (Provincial/district relevant authorities) to the project sites.

14- Establish positive working relationships with local communities provincial/district government officials such as line departments UNHCR DACCAR and NGO representatives.

15- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programs, food security, and vulnerability assessments) and consistency of information presented to stakeholders.

16- Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with program policies and guidelines.

17- Coordinate with human resources unit to prepare contracts for field workers and facilitators after preparing their data lists.

18- Archive all data and files related to the department, save and archive them according to the system followed in the organization.

19- Follow up the work of the assistants through the weekly and monthly reports.

20- Helping to prepare FSL project reports and data in coordination with Senior Officer and the M&E Officer to the Program Manager.

21- Support the Senior Officer in the preparation of progress and final reports, ensuring the quality and accuracy of technical information for cash\voucher distribution, awareness campaigns and trainings

22- Work to raise the movement plans for projects and follow up the financial dues of individuals.

23- Provide support in selection of project implementation sites and beneficiaries in target districts.

24- Compliance with the systems, procedures, principles and institutional values of the organization. 

25- Participate in preparing plans for field and office needs of the requirements for project implementation.

26- Perform other duties as required of the direct supervisor and related to his job position.

Qualifications, Skills and Experience:

Qualifications: Bachelor in General such as (Economics, Business Administration, Education, Accounting, Engineering…etc.) or a comparable discipline.

Experience:

• 1 to 3 years’ experience in administrative, operational support, and technical functions of managing similar Food Security and livelihood projects consisting of awareness campaigns, distributions and trainings with a humanitarian organization.

• Solid knowledge of practical operational and procurements procedures and experience maintaining good implementation.

• Experience in development. 

• Have the experience of working in emergencies & under pressure & generate reports after each activity implementation.
