Location: Aden with visits to the field within project areas (Al Hudaydah and Abyan)

Contract Duration: 1 Year. (With a possibility of renewal)

NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012, and has been implementing projects in 5 sectors namely FSL, Education, WASH, Shelter, and Governance and skill-building.

NMO is looking for an efficient and qualified person to fill the post of Shelter Officer to carry out the following tasks:

Tasks and Responsibilities:

• Oversee the implementation of emergency shelter and Non-food items distribution project activities and follow-up field assistants according to the work plan.

• Preparing a project work plan, procurement plans, media plan, vehicle movement plan and share it to the relevant sectors.

• Conduct regular field visits to IDPs sites in the project areas.

• Analyze project progress and determine expected delinquency.

• Represent NMO with communities, local authorities, site partners, cluster and other stakeholders.

• Assess, promote and document ideas for improvement and further program development options.

• Ensure that projects target beneficiaries most in need and explore and asses’ new and better ways to assist.

• Oversee the activities related to NFIs distribution making sure that are in line with the donor criteria.

• Contribute and identify opportunities for capacity building of the Shelter/NFIs Team and transfer key skills.

• Archive all data and documents related to the project, according to the system followed in the organization.

• Prepare the finance documents of casual labors and follow it with finance department.

• Monitor sites to identify needs, gaps in service provision, and duplication of efforts at IDP sites.

• Ensure that data of beneficiaries are collected by using KOBO toolbox and following up the assistants to submit the lists of beneficiaries on time.

• Working with Data Management Officer to submit all required documents within the time of implementing the project and according to the work plan.

• Ensure that project activities are well coordinated with Monitoring and Evaluation (M&E) Officer based on applied data collection tools and data flow mechanisms.

• Write and submit all kinds of required reports in English (Weekly, monthly, and distribution report).

• Monitor and review regular sources of information and data required for preparation of reports, e.g. surveys, information from field monitors, statistics reports from Engineering Assistants.

• Ensure compliance with NMO policies, guidelines and standards.

• Perform any other duties assigned by the Senior Shelter Officer in order to advance NMO's interventions.

Qualifications, Skills and Experience:

• University degree (Bachelor's degree).

• Minimum One year in managing for the distribution of relief items (Shelter items, hygiene kits, food baskets…etc.)

• Two years of experience in international and/or local NGO.

• Report writing skills, Proficiency in English (Writing and Speaking).

• Knowledge Shelter/NFIs and CCCM Projects.

• Excellent representation, negotiation, interpersonal, and communication skills.

• Strong computer skills in MS Office.

• Familiarity with using Smart Tools for Data Collection (KoBo, ODK, etc.);

• Ability to spend extended periods of time in field conditions.

• Solid planning skills and dealing with implementation challenges and finding solutions.

• Problem solver and, hard working with ability to work under pressure.
