Job Title: WASH Officer (Engineer)

Reporting to: WASH Program Manager

Location: Aden, Lahj and Abyan

Contract Duration: 2 months

NMO is looking for an efficient and qualified person to fill the post of WASH Officer (Engineer) to carry out the following tasks:

Tasks and Responsibilities:

• Adherence to the policies and procedures of Nahda Makers Organization

• Compliance with the organization's regulations, procedures, principles and values.

• Managing project activities in coordination with WASH Program Manager

• Participating and providing technical and logistical support to WASH assistants in terms of supervision and implementation of works and solving the challenges and problems that appear at work sites.

• Coordination with local authorities and officials of executive unit in the locations of the targeted camps

• Field visit to work sites to know the nature of work sites, conduct surveys, determine the actual need, know the challenges and what are the appropriate ways to solve them

• Preparing bill of quantities, drawings and engineering designs necessary for work (rehabilitation / new constructions) in coordination with WASH Program Manager

• Preparing all purchase requests, work plan, procurement plan, media plan, and vehicle movement plan

• Supervising and following up the progress of work and contractors at work sites with the help of WASH assistants to ensure the quality of work in accordance with safety standards, specifications and drawings, and implement the project according to the specified time period and within the specified budget for the project

• Regular and continuous field visits to work sites in the three governorates to follow workflow and ensure its quality

• Provide on-site technical assistance to contractors or service providers and beneficiaries during the implementation process

• Verify the quality of the materials supplied by the suppliers and verify that the received samples are high quality and in accordance with the specifications and when necessary, take samples for laboratory testing.

• Supervising the selection of work site supervisors and making contracts for them with the help of WASH assistants

• Communicate with the project consultant in coordination with WASH Program Manager

• Ensure that minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and humanitarian principles.

• Preparing all reports and purchase requests, preparing payment documents of contractors, achievement percentages in the field, and service competition for contractor.

• Preparing all documents related to the project tenders and providing technical support to the logistics management

• Documenting key findings and lessons learned from project implementation to enhance knowledge exchange with counterparts and stakeholders in the water and sanitation field

• Carry out the documentation process and archive all documents and share it with WASH Program Manager

• Perform other related tasks as directed by WASH Program Manager

Qualifications, Skills and Experience:

• University degree in Civil engineering.

• Two years of experience with international and/or local NGO, construction and rehabilitations works.

• One year of experience in WASH 

• Previously worked in WASH rehabilitation projects and conducted assessments, preparing BoQs and estimating the budget of the rehabilitation process.

• Knowledge of Water, Sanitation and Hygiene.

• Excellent representation, negotiation, interpersonal and communication skills.

• Strong computer skills in MS Words, Excel, Power Point, and Auto-CAD or other design software.

• Ability to spend extended periods of time in field conditions.

• Solid planning skills and implementation challenges and finding solutions

• Good in written and verbal English and Arabic is required

• Problem solver and hard working with ability to work under pressure.
