Job Title: Shelter Officer (Engineer)
Reporting to: Senior Shelter Officer
Sector: Shelter Program
Location: Aden with visits to the field within project areas (Al Hudaydah and Taiz)
Contract Duration: 3 months (With a possibility of renewal)
NMO is looking for an efficient and qualified person to fill the post of Shelter Officer (Engineer) to carry out the following tasks
Tasks and Responsibilities:
- prepare and calculating the bill of quantities as well as estimating the budget of the enhancement or rehabilitation IDPs sites, and service facilities
- Ensure project bidding bill of quantities are accurate and reasonable and within the market price range.
- Prepare and design the drawings of IDPs sites in order to ensure that residents are able to live in dignified conditions.
- Monitor the compliance of contractors and subcontractors of construction and rehabilitation activities with the established technical requirements, procedures and quality standards.
- Follow up the installation of tents in their specific locations according to the plans and teach the beneficiaries how to install.
- Review the CFW mechanism and progress payment to the beneficiaries.
- Develop technical and internal memos related to the design, edit and approved the implementation of service delivery.
- Prepare progress and technical reports.
- Conduct regular field visits to construction sites and oversee rehabilitation activities to assess compliance with design, drawings and specifications.
- Analyze project progress and determine expected delinquency.
- Ensure project bidding bill of quantities are accurate and reasonable and within the market price range.
- Review project progress payment and ensure compliance of the completed items paid for are with the project plans and specification.
- Work with the Project Manager as needed on budget review, change management, and subcontracts.
- Participate in technical need assessment mission for new projects.
- Represent NMO with communities, local authorities, site partners, and other stakeholders. Establish & train representative and inclusive community-based site management committees at sites.
- Monitor sites to identify needs, gaps in service provision, and duplication of efforts at IDP sites.
- Maintain a comprehensive database of service and needs related information for each site.
- Perform any other duties assigned by the Project Manager in order to advance NMO's interventions.
- Write and submit all kinds of required reports in English.
- Monitor and review regular sources of information and data required for preparation of reports, e.g. surveys, information from field monitors, statistics reports from Engineering Assistants.
Qualifications, Skills and Experience:
- University degree in Civil engineering or Architecture engineering
- Three years of experience in construction and rehabilitations works
- Two years of experience in international and/or local NGO
- Report writing skills, Proficiency in English (Writing and Speaking
- Previously worked in service facilities rehabilitation and construction projects, and has
- conducted assessments, calculating BoQs as well as estimating the budget of the project
- Knowledge Shelter/NFIs and CCCM Projects
- Excellent representation, negotiation, interpersonal, and communication skills
- Strong computer skills in MS Office and AutoCAD or other design software
- Ability to spend extended periods of time in field conditions
- Solid planning skills and dealing with implementation challenges and finding solutions
- Problem solver and, hard working with ability to work under pressure
