About NMO
NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012 and has been implementing projects in 5 sectors, namely FSL , Education and child protection , WASH and Health , Shelter and CCCM and protection , and Governance and Capacity building
Purpose of the job
The District Coordinators will be based in the target districts and report to the Project Officer They will be responsible for implementing Food for Training activities and assets Rehabilitation At the end of each month, the FFA and FFT will record daily attendance and collect payments at the district level His/her responsibility is to ensure that the project interventions are coordinated and implemented smoothly in accordance with NMO's project management policies In addition, he/she will represent NMO at all relevant stakeholder meetings/coordination
NMO is looking for an efficient and qualified person to fill the position of District Coordinator to carry out the following Tasks and Responsibilities
Project Planning and Coordination
- .Coordination with local authorities represented by the district director and other governmental offices, during project phases
- .Establishing and training the community committees in the target district in coordination with local authorities
- Conduct a workshop for the community committees for 3 levels (District - Sub-district and villages) to explain and clarify the project, the aim of the project, and the targeting mechanis
- .Explain and clarify the registration form for the community committees
- .Work closely with the field team in the implementation of program activities
- .Coordinate and oversee Field team performance
Project Management
- .Prepare and maintain detailed weekly and monthly work plans that support and achieve the overall project timeline
- .Guarantee community involvement at all phases of the project to ensure the development of community ownership
- .Implement projects as planned, respecting schedules and timelines
- Assist the Project Officer in following up the activities at field level in accordance with the plans Assist in the implementation of project activities in accordance with the work plan
- .Provide input for process improvement in streamlined procedures, accurate data, and high-quality service
- .Provide required support to the project
- Work with operations, quality, and other cross-functional teams to understand the requirements and develop a proper schedule to make required changes
- .Maintain up-to-date files and records of project documentation
- .Support the elaboration of project work plans
- .Support the elaboration of project procurement plans
- .Support the organization of project reviews/tripartite meetings
- .Support the timely preparation and submission of progress reports, donor reports, project reviews, financial reports, and any other required project reports
- .Ensure that all project activities are being implemented in line with NMO policies, respecting donor and cluster regulations, as well as international humanitarian standards
- Support the field team in strengthening and promoting community engagement processes in the project areas, particularly identifying project beneficiaries, assessing their needs and addressing and resolving community issues
- .Supervise workers, suppliers, and contractors working for training in the targeted area
- .Conducting field visits to the training centers and FFA assets to follow up on the training and rehabilitation of assets
- .Perform any other tasks assigned by the supervisor
MEAL Activity
- .Provide regular feedback to the project team and monitor the implementation of a work plan to improve the project’s quality and achieve timeliness
- .Perform and document regular monitoring of all project activities in close coordination with the M&E team
- Ensure the monitoring periodically by holding periodic meetings, giving the Team accurate guidance on expected responsibilities and tasks, and providing their needs for the implementation of activities
- .Ensure that project records and documents (reports, action plans, reports) are prepared, compiled, and maintained in accordance with NMO procedures
- .Monitor the implementation of the project through monitoring progress through liaison with the monitoring and evaluation team and overseeing progress
- .Involve the monitoring and evaluation team in the implementation plans of Activities
- .Ensure that the project is implemented on time, target, and budget, using effective monitoring and evaluation systems to reach the desired effects
- .Monitor activities, oversee the technical design and execution, and evaluate progress
Security
- .Ensure that each member of the project team is aware of security issues, policies, SOPs, and they follow them accordingly
- .Ensure a safe working environment for all people involved in project implementation and maintain the highest standards of behavior when working with the project beneficiaries
- .In cooperation with the relevant Security Officer, monitor the local security situation and inform the Security Officer of developments through regular written reports

Transparency
- .Ensure awareness and respect of the NMO Code of Conduct and Personnel Policies
- Demonstrate a comprehensive understanding of and effectively implement policies and regulations pertaining to quality and compliance, security and safety, logistics, finance, and information technology
Reporting
- .Ensure timely submission of daily, weekly, and monthly reports
- .Provide the project Officer with all data and updated information weekly, monthly, and when needed
- .Support the circulation of relevant information, reports, memos and any other related documents as well as with the partners and other stakeholders
- .Participation in the preparation and drafting of all types of project reports (Weekly, Monthly, and quarterly)
- .Ensure project legal documents are completed, signed, and archived (soft and hard copies)
- .Compile, copy, and file all project documents
Qualifications, Skills and Experience
Bachelor’s degree in economics, business administration, management, Engineer, or another related field
Experience
- Minimum of 1 year of professional experience in the livelihood FFA and FFT sector and familiarity with working in cash-for-work vocational Training; experience with NGO/INGO is required
- .Strong technical knowledge and understanding of FFA and FFT challenges
- .Solid knowledge of practical operational and procurement plans and procedures
- .Practical and theoretical knowledge of community mobilization and development in conflict-affected areas
Skills and Qualities
- Ability to travel independently to the targeted governorates when required
- Strong task management skills including attention to detail to achieve timeliness and required quality
- Ability to work independently, problem-solving, and decision-making skills
- High skills in coordination, communication, persuasion, and presentation
- Advanced computer skills in MS Office programs, particularly Excel
- Excellent oral and written English skills with the ability to draft and edit project reports
- Strong organizational skills and ability to multi-task
- Understanding of gender, protection and human rights
- Honest, hardworking, and committed to community development
- Fluent in English and Arabic languages
