    Purpose of the job

    Project Engineer Officer - Community Water Resources Management

    NMO is currently seeking a highly motivated and experienced Project Engineer Officer to join our team The successful candidate will be responsible for identifying, planning, designing, and implementing engineering projects related to community assets In addition, the Project Engineer Officer will be responsible for managing community water resources, which may include water treatment facilities, construction and rehabilitation of flood management systems, rainwater harvesting units, canals, gabions, weirs, retaining walls, water distribution networks, and surface and groundwater resources Knowledge and experience in renewables-powered desalination will be considered an added value

    As a key interface with external stakeholders, the Project Engineer Officer will report to the management on field-related stakeholder relations and the general progress of the project We encourage applicants with a strong background in engineering and project management and a passion for improving community water resources to apply for this exciting opportunity

    Duties and Responsibilities

    NMO is looking for an efficient and qualified person to fill the position of Project Engineer Officer to carry out the following Tasks and Responsibilities

    • Develop works tender documents and offer technical assistance to Bid Committees throughout the process
    • Supervise the construction/rehabilitation process, ensuring that it is completed within timelines and according to approved BoQs
    • Review the general scope of work, design, work plan, and BoQs for the construction projects
    • Design, analyze, and manage water resource systems such as water supply, stormwater, wastewater, and irrigation systems
    • Develop a monitoring plan and conduct regular visits to project sites to ensure smooth implementation
    • Ensure contractors’ compliance and strict adherence to designs, work plans, safety, health and quality standards at project sites
    • Convene regular coordination meetings with onsite relevant staff, IPs monitor engineers and contractors on deviations in project progress rate, quality and safety on project sites
    • Ensure accurate record keeping, identification of defects, and timely reporting
    • Prepare and present technical reports and presentations to the project team and other stakeholders
    • Make sure that variations/slippage from the work plan are documented and reported to the project team, in a timely manner
    • Liaise between the project team and contractors on quality and timely completion of the projects
    • Identify risks, challenges, and constraints and propose solutions
    • Prepare and submit status summary, risk assessment, project progress and IP engineers’ performance reports on a weekly and monthly basis to the project team
    • Ensure that water resource systems are designed and installed per applicable codes, standards, and regulations
    • Perform any other tasks assigned by the Shelter Associate/Engineer
    • Make sure incoming materials are of high quality and from an acceptable country of origin
    • Ensure that BNF milestones are met and submit a report to the project officer for payment to BNFs
    • Develop and implement safety checklists to ensure the safety of BNFs
    • Providing technical training to community volunteers, CC members, and government staff in regard to project interventions
    • Preparation of the procurement plan and purchase orders for all project activities in accordance with the work plan and NMO procedures
    • Overseeing the performance of the field team and evaluating their performance in the implementation
    • Ensure the monitoring periodically by holding periodic meetings, giving the Team accurate guidance on expected responsibilities and tasks, and providing their needs for the implementation of activities
    • Ensure that project records and documents (reports, action plans, reports) are prepared, compiled, and maintained in accordance with NMO procedures
    • Monitor the implementation of the project through monitoring progress through liaison with the monitoring and evaluation team and overseeing progress
    • Involve the monitoring and evaluation team in the implementation plans of Activities
    • Ensure that the project is implemented on time, target, and budget, using effective monitoring and evaluation systems to reach the desired effects
    • Monitor activities, oversee the technical design and execution, and evaluate progress
    • Ensure awareness and respect of the NMO Code of Conduct and Personnel Policies
    • Demonstrate a comprehensive understanding of and effectively implement policies and regulations pertaining to quality and compliance, security and safety, logistics, finance, and information technology
    • Commit to providing regular and timely updates on progress and challenges to the field team
    • Participation in the preparation and drafting of all types of project reports (quarterly, interim and final)
    • Ensure project legal documents are completed, signed, and archived (soft and hard copies)
    • Compile, copy, and file all project documents

    Qualifications, Skills and Experience

    BSc in Civil Engineering, Water Engineering, Water Resource Management, Environmental Engineering, or other related fields 

    Experience

    • Minimum of 3 years of professional experience in the livelihood assets sector and familiarity with working in cash for work; experience with NGO/INGO is required
    • Strong technical knowledge and understanding of Food for Assets and livelihood challenges
    • Solid knowledge of practical operational and procurement plans and procedures
    • Practical and theoretical knowledge of community mobilization and development in conflict-affected areas

    Skills and Qualities

    • Strong task management skills, including attention to detail to achieve timeliness and required quality
    • Ability to work independently, problem-solving, and decision-making skills
    • High skills in coordination, communication, persuasion, and presentation
    • Advanced computer skills in MS Office programs, particularly Excel
    • Excellent oral and written English skills with the ability to draft and edit project reports
    • Strong organizational skills and ability to multi-task
    • Understanding of gender, protection, and human rights
    • Honest, hardworking, and committed to community development
    • Fluent in English and Arabic languages
