Job Title: Head of Programs

NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012, and has been implementing projects in 5 sectors namely FSL, Education and CP, WASH & Health, Shelter/NFIs & CCCM, and Governance and Capacity-building.

Tasks and Responsibilities:

  • Developing long-term strategy for programs, operationalizes and leads its implementation as well as ensuring high quality, evidenced based, and integrated programming serving the beneficiaries.
  • Support the Executive Director in monitoring and reporting of overall achievement of NMO’s Programs Plan.
  • The Head of Programs brings together the different project components throughout the project cycle, coaching and guiding PMs in the process to ensure quality and timely reports to donors (monthly, ad hoc, interim, and final reports) in close collaboration with Program Development & Quality department.
  • The Head of Programs ensures constant engagement with program and support departments to ensure timely support to the projects’ teams.
  • The Head of Programs is a budget holder for the project grants/budgets and supervises/monitors closely the financial planning and budget utilization/burn rate.
  • Ensure that program delivery matches NMO’s and donor minimum standards and seek Technical Unit and MEAL department support and tools.
  • Lead program teams, recruit, supervise, assess performance, motivate, establish supporting relations, and develop project staff.
  • Ensure program sectors’ SOPs and guidelines are properly applied and adhered to, in compliance with donor rules and regulations.
  • Identifying and mitigating major programmatic risks, this includes developing/updating program risks as per context evolution.
  • Work closely together with operations department to develop, monitor and update timely and accurately the project specific procurement plans.
  • Liaises and engages in cooperation with stakeholders and clusters in programmatic related matters.

Qualifications, Skills and Experience:

Education:

  • Bachelor’s Degree in Project Management, Social Sciences, Humanitarian Aid or relevant field. Master’s Degree in a relevant field is preferred.

Professional Experience:

  • Essential working experience of at least 5 years in a program management position with progressive responsibilities at senior management level in the humanitarian and Development sector (Strategy and planning, program implementation, project cycle management).

Professional Skills & Competencies:

  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
  • Strong knowledge of English.
  • Familiarity with the aid system and understanding of donor and governmental requirements.
  • Experience of working with international delivery partners/government institutions/external stakeholders and international donors.
  • Strong skills and experience in all aspects of program development, including program/project design, proposal development, implementation, monitoring, review & evaluation.
  • Strategic vision and planning.
  • Excellent personal and communication skills.
  • Proactive, resourceful, solutions oriented and result oriented.
  • Strong coordination, organizational, critical analysis, and problem-solving skills.
