About NMO:

NMO is a registered national NGO with the Ministry of Social Affairs and Labor No. 284. Our mission is to take the lead to empower communities in Yemen through humanitarian response and sustainable development programs in a professional way through effective partnerships. NMO started its activity in Yemen since 2012 and has been implementing projects in 5 sectors namely FSL, Education, WASH, Shelter, and Governance and skill-building.

Project goal:

  • Improving and strengthening the reality of women's affairs departments in the Ministry of Local Administration and the local authorities of the directorates in the targeted governorates.
  • Strengthening the institutional and technical capacities of the women’s development departments in the Ministry of Local Administration and the local authorities of the directorates in the targeted governorates
  • Identifying the challenges facing women's development departments in the Ministry of Local Administration and the local authorities of the directorates in the targeted governorates.
  • Determining the opportunities available to improve the performance of women's development departments, and the best practices that can be followed to participate in local development.

Targeted Area:

Five governorates are Aden, Lahj, Ma'rib, Hadramawt and Taiz, in addition to the Ministry of Local Administration

Targeted beneficiaries

Female employees and women's affairs departments in the Ministry of Local Administration and local authorities in the districts in the targeted governorates.

Outputs specific to this ToR:

  1.   Preparing a detailed technical presentation showing the stages of needs assessment.
  2.   Preparing evaluation forms and sharing them for approval.
  3.   Preparing a plan to develop the functional and institutional capacities of the women's affairs departments in the local authorities of the   directorates, with attached forms for that.
  4.   The consultant implements the assessment of women's capabilities at the level of the Ministry of Need.
  5.   Implementation of the evaluation at the level of the ministry, governorate, directorate and targeted directorates.
  6.   Prepare a needs assessment report.
  7.   Preparing a plan to develop the functional and institutional capacities for the departments of women’s affairs in the Ministry of Local     Administration and for the local authorities at the level of all governorates and at the level of administration.

Objectives

The objective of these Terms of Reference is to identify and select a Needs Assessment and Capacity Development Consultant for the Department of Women's Affairs in the Ministry of Local Administration and Local Authorities.

Scope of Work

NMO is looking for an efficient and qualified person to fill the position of a consultant to assess the needs and develop the functional and institutional capacities of the women's affairs departments of the local authorities at the level of all the targeted governorates and directorates.

Deliverables:

A report showing an assessment of the needs of developing the functional and institutional capacities of the women’s affairs departments for all the local authorities of the directorates in the targeted governorates, according to the following:

1. A desk review of the legislation in force for the local authority and its developments.

2. Functional tasks specified by the local authority law and its executive regulations for women’s affairs departments

3. According to the work plans and priorities of tasks of the local authority of the districts

4. Variables and needs of the current reality of women's affairs departments in local authorities at the level of directorates and governorates.

5. How did women's development departments respond to women's situations in light of the current conflict, challenges and achievements?

6. National mechanisms for supporting women's issues and integrating gender in policy formulation.

Delivery and Payment:

Outputs will be based on the finalization of capacity building plans. All reports will be submitted in draft form and then final sent for payment and will be paid after final report is submitted and approved within 5 days.

 Requirements

Qualifications, Skills and Experience:

Master’s degree in finance, business administration, management, social science, public administration, or another related field.

Experience:

At least 10 years of work experience in strategic planning, institutional evaluation, preparation of institutional analysis studies for directorates and localities, preparation of development plans, resilience and recovery for directorates, preferably related to governance, public administration, institutional support and capacity building for government units, business management, project management / project implementation, administrative work, or any other subject area. Practical and theoretical knowledge about community mobilization and development in conflict-affected areas.   

Skills and Qualities:

  •          Strong task management skills including attention to detail to achieve desired quality in a timely manner
  •          Knowledge of office systems, including experience with Microsoft Office computer applications.
  •          The ability to work independently, solve problems and make decisions.
  •          Ability to write high quality capacity building plans
  •          High skills in coordination, communication, persuasion, and presentation
  •          Advanced computer skills in Microsoft Office programs, especially Excel.
  •          Understand gender, protection, and human rights.
