Position Title : Hotliner

Department: MEAL

Job Purpose

The hotliner works under the responsibility of the AAP Officer and manages the Hotline established in the targeting Community and schools.

She/he is the primary interface to all affected population that use the hotline as a CFM tool.

She/he needs to be fully familiar with the services provided by UNHCR Partner (Nahda Makers Organization) and with the implementing activities, in order to provide proper information to the callers.

Key Responsibilities

• Answer all incoming calls to the hotline, treating all callers with respect, courtesy, sensitivity, and strict confidentiality.
• Provide direct and immediate responses to beneficiary inquiries whenever possible, based on available reference materials (e.g., FAQs) about the organization's activities and programs.
• Ensure accurate and timely recording of all call details in the standard log/form according to the Complaints and Feedback Mechanism (CFM) SOPs. 
• Liaise with relevant staff in different departments to ensure proper follow-up and referral of inquiries and complaints.
• Liaise directly with the AAP Officer regarding all complaints reported through the hotline.
• Contribute to conducting awareness sessions for staff and beneficiaries on CFM and PSEA upon request.
• Support the AAP Officer to improve the implementation of FGD, KII, surveys, DDM & PDM in targeted locations.
• Prepare monthly and quarterly reports of complaints, suggestions, and feedback mechanism.
• Supervise the process of data collection from the field by daily pay agents and conduct data analysis.
• Comply with the organization's policies and practices regarding the Code of Conduct and other relevant policies and procedures.
• Preparation of requests and the team's field visit plans to the direct manager.

Education

POSITION DESCRIPTION: Deputy Project Manager

KEY RESPONSIBILITIES:

• Lead the overall management of the project cycle, including planning, execution, monitoring, and closure, in alignment with the approved proposal, donor agreements, and NMO’s operational standards.
• Lead the design and implementation of protection interventions tailored specifically to IDPs, Refugees and Asylum Seekers, ensuring alignment with international protection standards and advocacy for their rights and inclusion.
• Oversee project budget management, ensuring spending is within approved limits and aligned with NMO’s financial policies and donor guidelines.

• Position Title: Field AAP Assistant
• Department: MEAL
• Duty Station: 1 for Aden–Basateen - 1 for Hadramout Mukalla

General Purpose of the Position

The field AAP assistant will assist the team in tracking progress of key indicators and provide timely reports to the accountability and MEAL Unit. He/She will be responsible for data gathering, collation, and reporting activities of the intervention and project activities.

The role of the field AAP assistant is to support the AAP Officer in the implementation of the M&E work plan and contribute to achieving and improving the quality of the program/project. He/She is responsible for carrying out accountability and MEAL activities in the field.

In addition, the field AAP assistant will be responsible for receiving complaints and feedback during the project period where also his / her main role is to record and follow up on addressing the cases following the donor and internal CFM mechanism, documenting and properly registering all cases in line with the established accountability procedures. He/She will ensure timely communication of feedback to beneficiaries and regularly report and submit compiled data and cases to the direct supervisor

Main Responsibilities and Tasks

•  Work closely with the MEAL Officer to establish mechanisms for quantitative and qualitative data collection tools to ensure all MEAL requirements are met, including field monitoring.
•  Plan and conduct field visits to monitor compliance with humanitarian standards, assess progress in activity implementation, evaluate service quality, and collect feedback and comments from beneficiaries.
•  Collect data and conduct individual interviews and focus group discussions with beneficiaries to assess community satisfaction and follow up on the response to complaints.
•  Monitor data quality and track the progress of project activities.

Job Title : Protection Officer

Job Purpose

The Protection Officer will support NMO’s protection programming by ensuring quality implementation of protection activities, strengthening case management, community based and protection monitoring systems, and contributing to evidence-based analysis, reporting, and advocacy.

Key Responsibilities

• Update SOPs and formats in collaboration with the UNHCR Protection Unit for case management and protection monitoring.
• Build staff capacity on case management and protection monitoring for CP, SGBV, and PwSN.
• Train and coach key protection staff on the management of community-based protection activities.

• Livelihood opportunities for refugees who are recipients of cash grants: promote self-reliance of PoC by facilitating the enrolment of refugees into long-term and short-term formal technical and vocational training for refugee youth, and providing soft skill sessions for SGBV survivors and PwSN aimed at greater community (re)integration and reduced vulnerability.
• Ensure strengthening and expansion of community mobilization by working with refugee and asylum seeker communities to ensure refugees’ and asylum seekers’ participation and a community-based approach.
• Increase the level and quality of civil registration and civil status documentation of PoC.
• Enhance refugees’ access to durable solutions, including exercising their right to return through Assisted Spontaneous Return (ASR).

Job Title : PwSN Case Management Supervisor

Reporting to : Protection Officer

Location: Aden

Job Purpose

The PwSN Case Management Supervisor is responsible for leading and supervising the delivery of comprehensive, high-quality case management services for Persons with Specific Needs (PwSN) in line with context-specific SOPs aligned with UNHCR global PwSN standards. The role ensures effective identification, assessment, planning, referral, and follow-up of complex PwSN cases using an Age, Gender and Diversity (AGD) approach, ensuring equitable access to protection services and durable solutions.

Key Responsibilities

• Supervise and support PwSN case workers in the provision of comprehensive case management services.
• Ensure accurate identification, registration, and prioritization of PwSN cases, including unaccompanied elderly, persons with disabilities, and individuals with severe mental or physical conditions.
• Review and validate case files, case plans, referrals, and follow-up actions to ensure quality, completeness, and adherence to SOPs.
• Provide technical guidance on managing complex and high-risk PwSN cases.
• Ensure consistent application of context-specific SOPs aligned with UNHCR PwSN global standards.

Job Title : Education Officer

Reporting to :  Deputy Project Manager

Location:  Aden with field visits to Kharaz Camp (Lahj) , Mukalla (Hadhramout)

Job Purpose

The Education Officer supports equitable access to quality formal education for refugee and asylum-seeking children by coordinating student support, teacher assistance, community engagement, and school-based protection mechanisms in line with MoE policies, INEE Minimum Standards, and Education Cluster guidance.                               

Key Responsibilities

• Coordinate provision of school supplies, uniforms, textbooks, and certificates for refugee and asylum-seeking students to support enrollment and retention.
• Liaise with Ministry of Education (MoE) and school administrations to ensure alignment with national curricula, exams, and certification processes.
• Coordinate the provision of monthly incentives for volunteer teachers, para-teachers, and education staff in line with INEE standards.
• Oversee the distribution and effective use of teacher kits and classroom kits to improve teaching practices and learning environments.
• Support and monitor teachers’ performance and classroom practices, ensuring inclusive, child-centered, and protection-sensitive approaches.
• Coordinate teacher training, including pedagogy and MHPSS-in-Education, and support application of skills in classrooms.
• Coordinate the implementation of Basic Literacy and Numeracy (BLN) and Accelerated Learning Programs (ALP) for 300 out-of-school refugee children.

Job Purpose

To provide operational, administrative, and field-level support to Assisted Spontaneous Return (ASR) activities, ensuring that voluntary return movements are implemented in a safe, dignified, timely, and well-documented manner, in line with UNHCR standards, SOPs, and project workplans.

• Support the ASR Officer in the day-to-day implementation of voluntary return activities, including preparation of trips and follow-up on return movements from Kharaz Camp and other governorates.
• Conduct regular follow-up with returning refugees/asylum seekers to confirm readiness, attendance, and movement schedules.
• Assist in coordinating logistics related to transportation, accommodation, and movement arrangements for beneficiaries.
• Support coordination with the accommodation center supervisor to ensure beneficiaries are properly accommodated prior to travel.
• Assist in monitoring the provision of meals and basic services for travelers during their stay at the accommodation center and report any gaps to the ASR Officer.
• Assist in the verification of passenger lists, ensuring alignment with approved beneficiary lists for each trip.
• Support follow-up on the disbursement of travel allowances and repatriation grants to beneficiaries, in line with CBI and ASR SOPs.
• Report discrepancies or issues related to payments immediately to the ASR Officer.
• Collect, organize, and prepare supporting documents related to each return movement (e.g. passenger lists, signatures, copies of IDs, tickets).
• Maintain systematic filing and archiving of ASR documents per trip/flight, ensuring completeness and easy retrieval.
• Support data entry and updating of ASR tracking tools and databases, in coordination with IM staff.
• Support coordination with transport companies prior to trips, as instructed by the ASR Officer.
• Assist in maintaining clear communication with beneficiaries, accommodation centers, and field teams to avoid delays or misunderstandings.
• Support the ASR Officer during meetings, field visits, and movements when required.
• Contribute to the preparation of weekly and monthly activity updates, including movement tracking and field observations.
• Support accountability to affected populations by relaying questions, feedback, or complaints from beneficiaries to the ASR Officer.
• Ensure respectful, confidential, and protection-sensitive interaction with all persons of concern at all times.
• Perform any other ASR-related duties assigned by the ASR Officer or NMO management, in line with project objectives.

Required Qualifications and Experience

Education

• Diploma or Bachelor’s degree in Social Sciences, Administration, or a related field.

Experience

• Minimum 2–3 years of experience in humanitarian assistance, refugee programs, or field operations.
• Familiarity with voluntary return, protection principles, and humanitarian documentation is an asset.

Job Purpose

The Psychologist provides specialized mental health and psychosocial support (MHPSS) services to Persons with Specific Needs (PwSN) through individual and group interventions. The role supports the protection case management system by delivering Psychological First Aid (PFA), psychological assessments, counselling, and referrals, contributing to improved wellbeing, coping capacity, and protection outcomes

Key Responsibilities

• Provide individual and group counselling to PwSN, including persons with disabilities, unaccompanied elderly, and individuals with severe psychological distress.
• Deliver Psychological First Aid (PFA) during home visits, outreach activities, and emergency situations.
• Conduct basic psychological assessments to inform case planning and referrals.
• Work closely with PwSN case workers to integrate MHPSS components into comprehensive case management plans.
• Participate in case conferences for complex cases and provide technical recommendations.
• Support care arrangements for PwSN with severe mental health conditions in coordination with specialized services.

Job Purpose

The Legal Coordinator will lead and oversee NMO’s legal assistance, registration support, and access to justice interventions for refugees and asylum seekers in southern Yemen. The role ensures effective coordination with UNHCR, IPNA, local authorities, and legal partners to strengthen access to territory, legal identity, documentation, and justice in line with international protection standards.

Key Responsibilities

• Lead NMO’s Legal Network Team and oversee implementation of all legal assistance and documentation-related activities.
• Coordinate closely with UNHCR, IPNA, local authorities, and civil society partners to ensure effective and timely refugee registration and documentation processes.
• Ensure smooth operational coordination at supported IPNA registration centers, addressing emerging challenges and operational gaps.
